traffic shape

i have configured the traffic shape rate command into a virtual-templete interface ,which gives a traffic shape rate into its corrosponding virtual-access interfaces .but when i test the operation of this command , i have noticed that it is not working,although it working into another interfaces(serial...)??? i use ciso 2660 with 12.1 Ip plus .

whats the problem??
