what is traffic shaping?
i have an E1 channelized with links to remote offices of 128kbps each one,
is it necessary to implement traffic shaping?

Simply put, Traffic shaping is a way to make traffic conform to a set of rules you set.
These rules ( UPC ) can be protocol based on precendence or traffic based on volumes at specific times. Here is a link describing details:

QOS is something you might look into as well. This is more for traffic prioritization but might be what you are looking for as well.
