Trying to understand queue-list command

I am trying to understand how (or if) the queue-list 1 below is getting applied to my router. Does it not have to be tied to a physical interface similar to the priority-group 1 command.

interface Hssi1/0

no ip address

encapsulation frame-relay IETF

ip route-cache flow

no ip mroute-cache

priority-group 1

frame-relay lmi-type cisco

queue-list 1 protocol ip 1 list 101

queue-list 1 default 2

queue-list 1 queue 1 byte-count 3000

queue-list 1 queue 2 byte-count 3000

priority-list 1 protocol ip high tcp telnet

priority-list 1 protocol ip high tcp 1521

priority-list 1 protocol ip high tcp 1526

priority-list 1 protocol ip high tcp 2065

access-list 101 permit ip host 10.0.43.19 any

access-list 101 permit ip host 10.0.43.18 any

You apply the queue-list to an interface using the 'custom-queue-list' command.
