I have a router which is connecting to a pair of 6509s running HSRP, can I build a tunnel between that router to the virtual HSRP address of the 6509s to acheive the redundancy.

Could you please explain your requirement in more detail? I haven't see any advantage to set up tunnel from the router(may be 26xx) to 6509.

When you say tunneling, do you mean GRE tunnel or sth else ?
If I remember correctly, I tested this in the past (w/ different hardware) and it was working fine.
