With Cisco equipment, if you have to equal cost paths it will automatically load balance on a per destination basis. This is due the fast-switching being turned on. If you would like to load balance on a per packet basis just turn of fast-switching on the interfaces in question (no ip route-cache). Otherwise if this is not acceptable then you can use ppp over the links and configure ppp multilink to bond the two links together. This is not recommended for just two t1's because depending on the type of traffic the over head for ppp multilink does not just the use of it.
