All:

Are these real time counters? I understand that they measure outbound and inbound utilization, expressed as fracs of 255.

DLR1#sh int s1/0:0 | i load

reliability 255/255, txload 1/255, rxload 1/255

However, I don't ever see them changing.

Am I correct in saying my utilization for the load interval would be 12.5%

??

255/255 is 100% link utilization. In your case 1/255 is almost 0% (0.39% to be precise).

U can give an extended ping to the remote serial interface to see if the load varies. Load interval is the interface statistics data for every 5 minutes(by default). You can change it to 30 second load interval by specifying "loadinterval 30" under the config-if mode
