UDP Problem

It appears I have a blockage on my 1720 that is not allowing UDP traffic to flow through the router. How can I check and see if it is in fact doing this and what would the commands be?

Check to see if you have access list configured on your router blocking 1720.

show access-lists or show ip access-lists

There are no restrictions via ACL's.... I'm starting to check with the carrier to see if it's being blocked out at a specific location on it's way here.

UDP broadcasts do not get forwarded without configuring an IP Helper address. What kind of traffic is getting blocked?
