understanding frame relay traffic shaping

Hi,

It's quite hard for me to understand frame-relay traffic-shaping.

I would be VERY glad if somebody confirms the following assumptions:

A) At the activiation of a frame-relay interface/subinterface the token bucket is filled with the amount of BE+BC

B) After sending a burst with the size of BE+BC the bucket is refilled at the next time interval with the size of BC.

C) If I would have a continous data stream it would be impossible for me to exceed the CIR after emptying the bucket one time because the filling of the bucket never exceeds the BC size.

Is this correct or completely wrong?
