urgent, dhcp coming over our network

We have recently installed another network on our router, we have a 10.0.0.0 class A address, and a 10.74.1.0 class c address set up on my router. the dhcp server on the 10.74.1.0 network is offering requests onto our 10.0.0.0 network, how would I stop this ?

What is the request message that the DHCP server is sending?to get this background operation,check the debug output.Because, there are several dhcp messages sent between server and client such as informs, discover etc.Based on the request message, we can disable or enable a particular command.
