Make sure that you're using the correct java plug-in version 1.3.1. Logout of your CW2K completely and close all open web browser windows. Clear your browser's cache. Then restart the browser and launch User Tracking before
launching any other application like Path Analysis or Topology Services. This should help.
Another good place to check is from IE Tools menu, under General TAB, click on the Setting TAB under Temporary Internet files, and then view objects. This will report if the Java Runtime is installed correctly, and if it is corrupt or not.
