Yes, this is possible. You can use TACACS or RADIUS on the router to communicate with the server hosting this database. The most well-known application for this is the Cisco ACS server for Windows and/or Unix. You could also use public domain software that operates under Linux or Windows but in general this has less functionality and it takes more effort to make it work. The advantage of this is the low price.
For a simple username/passwd database most tools will do.
