Using a Policy-map to mark DSCP

I am trying to use a policy-map to mark the DSCP of VoIP traffic as it enters a WAN router at a remote site. I applied the service policy to traffic entering the router from the ethernet interface. The output of the SHOW POLICY-MAP for the ethernet interface is:

Ethernet0/0

Service-policy input: MARKDSCP

Class-map: VOICE (match-any)

2924538 packets, 245860069 bytes

30 second offered rate 129000 bps, drop rate 0 bps

Match: access-group name VOICE

2924538 packets, 245860069 bytes

30 second rate 129000 bps

QoS Set

ip dscp 46

Packets marked 0

As you can see there are some 2.9 million VoIP packets being identified but the DSCP is not being marked. Other class-maps reflect the DSCP being modified but only for a portion of the traffic defined for the Class. The IOS version is 12.2(6). Any tips appreciated.
