This would be the first set of 2950's that were capable of running ISL! The 2950 only supports vlan trunks over dot1Q. So you will not be able to exchange any vlan info over the trunk to the 6509.
That does not mean you cannot access vlan1. By default this is the native vlan and one of it's properties is that the traffic in this vlan is untagged. (std ethernet frames) Please note that this can be overruled by configuration but it should be possible to send this traffic over the native vlan on the 6509. The only requirement for this is that the packets are not tagged.
A better (this is what I would propose) solution would be to match native vlans on the network and/or use dot1Q on the 6509 also. You can change the management vlan on the 2950 to any other vlan.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
