I have not been able to determine if the following will work or not, nor have been able to find anything similar as far as examples go.
4003 root switch using an external 3640 router to route between vlans with a 4003 secondary switch attached to the root switch with same vlans on both switches.
do I:
a) set up trunking between the switches and the router with or without priorities
b) simply just use crossover cables from switch to switch in the respective vlans on each switch?
Example: I want vlan 20 to be on ports 2/2-38, 3/1-20 on root switch and ports 2/2-10 on secondary switch and be able to connect to devices on vlan 30 which would be on ports 2/11-30 on secondary switch.

It will work. Configure a etherchannel between the 2 switches and trunk over it to pass all your VLANs. From the main 4003, trunk to the 3640 to do your intervlan routing. You should be able to find required info/examples on CCO at
