VLAN throttling

On a 3548 we use VPMS.

The VPMS server is on a 6509.

On some ports we get regulary errors in the syslog:

VQPCLIENT-3-THROTTLE Throttling VLAN change on interface ...

There is nothing about this error on CCO.

Does anybody know what this exactly mean?
