quick question, if non a cisco switch is connected to a port configured as vlan 50 on a cisco 2950, are all packets traversing the 2950 tagged as vlan 50? (standard static config, not a trunk etc)

On non trunk ports, frames are not tagged. Based on the VLAN config of the interface, the switch determines which VLAN the frames belong to. So as long as switches on either end of the link are configured for VLAN 50, you should be fine.
