VOICE OVER; comfort noise question

Not sure what forum to put this in. I'll try a few.

COMFORT-NOISE is used to supply background noise by configuring on a POTS dialer peer. Is it configuring that peer to generate the background noise on all incoming calls or is it set to tell the other end that it must generate its own comfort noise?

phoneA<>RTRA------<RTRB>phoneB

If the dialer peer for the pots on RTRA is configured with comfort noise does that mean RTRA will generate comfort-noise to phoneA. OR does it mean that when phoneA calls phoneB it will tell RTRB to generate background noise to PhoneB?

Re: VOICE OVER; comfort noise question

It will generate comfort noise to Phone A.

Allowing for the local setting gives the location the choice of using it or not.
