VOIP

I currently have a customer using VOIP, and we continue to have low grade voice. I am wondering what might cause the voice to be garbled, almost like bad cell service

You might want to try moving this discussion to the voice and video forums instead.

Most likely what is ccausing the bad voice quality is insufficient QoS configurations to guarantee a strict priority for voice packets, and also fragmentation of large data packets if the circuit speed is less than 768kbps. You can read a QoS design guide for IP telephony (also applies to non IP phone installations) to get an idea of some things you will need to look at doing.

In particular if there is a WAN link involved then you want to read the WAN section.
