VPN 3000 Concentrator Static Route with Windows 2000 Server IP Routing

I have internal network segment of 10.10.1.X and 10.10.2.X. Using W2000S as the router gateway for this 2 segments to communicate. I want to allow VPN Client Remote Access with IP Pool of 10.10.3.X to only access to 10.10.2.X LAN network. How can I achieve this? I have tried adding some static routes but still 10.10.3.X cannot communicate with 10.10.2.X. Do I need a tunnel here or static route should do the job?

In relation to the rest of your network, where do the interfaces of the VPN 3000 Concentrator connect? What are their addresses?

Ethernet1(Private) 10.10.1.X

Ethernet2 (Public) 203.106.X.X
