when people create vpn ipsec tunnels, do they normally use a loopback interface for peering, and how would I address this ? if I have a serial interface with an ip on, would I need to point the route to the loopback interface via the serial to this router ?

to configure tunnel first of all you need to have reachablity between source and destination...and yes you can use the Loopback interface and you can assign it to the tunnel source as well as destination IP address using the IP unnumber command... and you can point you data to the tunnel interface...
