polling the card I see the interface operational stauts for Serial0/0:0 and Serial0/1:0 as unknown. I see the T10/0 and T10/1 as up. Used both old and new Cisco MIBs. Currently using Solarwinds Orion to try and monitor a Cisco 2691with a VWIC-2MFT-t1 card in it.

Are you trying to use the ifEntry mib table? It should provide entries for each interface on a device. The ifEntry.ifDescr or ifXEntry.ifName variable should give you a human readable name for that entry.
