I was asked to evaluate how much effort is needed to change over from SNMPv1 to SNMPv3. What configuration is neccessary on the routers and what on the NMS ( CiscoWorks 2000, Netview ) ?

A software release 12.0(3)T is needed to support SNMP V3.

Neither CW2000 nor NetView supports SNMPv3. You'll need something else on the NMS side.
