In a frame-relay header, the DLCI is made up of the high order 6 bits of the first octet and the first 4 high order bits of the second octet. With a DLCI of 305, this gives 0x131 as the total 10 bits of address space. The 0x4C10 is the status IE received in the full status response from the frame-relay switch for this DLCI indicating it is active.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
