What does "throttled" mean in an arp debug session?

While doing some arp debugging, I received the message:

IP ARP throttled out the ARP Request for 192.168.0.2

Can someone explain this to me? i searched in vain to find this message and an explanation of it.

It means that ARP request has been to for this destination and a response is pending and there is no need to send multiple ARP requests before giving enough time for the destination to respond.

Thanks for the info. Do you happen to know what the default timers are and how to configure them?

The default timer is 1 second, I think, and you can't configure them.
