What Does the "rdp solicit rcvd type 10, code 0" Log Message Mean?

I am receiving the following log message:

This log message is generated because of the reception of a router solicitation message (ICMP type 10 code 0). The router solicitation message is sent by a ICMP router discovery protocol (ICIRDP) enabled host at startup in order to find a router on the local segment. If IRDP is also enabled on the router, you should also see router advertisement messages (ICMP type 9 code 0) being sent on this subnet. For more information on IRDP, refer to RFC1256.
