What factor's that can degrade performance of network

At my work place we have new network. Before this, everything report by user that's OK. But after new network finished, some user complain that copy and sharing, and another service become slowly and not reliable. We only enable appletalk rtmp routing. Actually, can someone make list to the possible reason for all factor that can make network degrade?

APPLETALK is your problem. It's too chatty. Can you use tcp/ip? Can you use eigrp instead of rtmp? You can use eigrp even with appletalk, but it talks too much.

Broadcasts, bad wiring, bad configs can all hose your network.

Do any cables run near High voltage line, transformers or sources on Eloctor Magnetic Energy. If this is the case have the lines certified and if they fail take corrective messures. Did you change the protocols or routing after the new cabling or is the network and routing seup new?

It's hard to answer this without knowing how the network was setup before and what has changed since. Have you changed the network equipment? What kind of L2/L3 setup do you have? There can be many things that could have caused this like cabling, routing issues, switching issues, misconfiguration, etc...
