What is the meaning of "NO BANDWIDTH FRAMES"

When a SHOW CONTROLLERS ETHERNET_CONTROLLER FAST 0/2 command is issued on a Cat 29K Switch, there is a counter called "No Bandwidth Frames" What is the meaning of this counter when it increments?"
