Think of it in Hub and Spoke environment where your branch locations have 128kbps CIR for example (forget about bursting for the sake of the converation), but your head end hub site has 1.5mbps, the head site will attempt to send 1.5mbps to each remote site since it does not know it can only accept 128. With traffic shaping you can limit the amount of data being sent from the hub site to the remote site by shaping it to the remote site's CIR.

Traffic Shaping eliminates the bandwidth bottlenecks.

so data transfer should be take place in such a maner that your data transfer rate should not be larger than the data rate define by provider in an evrage usage time
