What level to monitor with Syslog

Hi,

I'm new in network monitoring.

Is there a good whitepaper or link which deal with logging level, facility...

Some tips about what level to log, how to organize multiple router monitoring with Syslog.

I know that it will be better to implement an SNMP Monitoring tools (CW or something else), but for the moment my customer have no budget for that, so we try to use Kiwi Syslog...
