In show arp appear interface EOBC0/6, why appears it ?

EOBC is the Ethernet Out of Band Channel. This, in a sense, is your control channel that IPC and other messages cross between line cards and your Supervisor. 127.0.0.12 is a reserved internal loopback address assigned to the MSFC, if memory serves.
