What's the best way to set route for 3 offices

Hello, if there are 3 offices with 2 network domains, each has one 2611 router with dual wan ports. try to connect them in triangle topology: the ddn link is R1 to R2 to R3 to R1.

The purpose is to ensure the 3 offices can communicate with each other even when one of the 3 DDN lines is down.

What's the best way to set the route protocol? if use EIGRP, what are the commands. If static routes are needed, what commands are needed to append to the configuration.
