Where can I find more informaiton on Carrier transitions?

After running sh int s# I am seeing lots of carrier transitions on a 2610. Where can I find more information on carrier transitions and best in industry practices on how to fix it?

carrier transitions : Number of times the carrier detect (CD) signal of a serial interface has changed state. Indicates line problems if the CD line changes state often. If data carrier detect (DCD) goes down and comes up, the carrier transition counter increments two times.

What type of a connection is it? Lease line? debug serial interface will be useful.
