Where do I apply the route dampening in BGP?

I have a BGP confederation, 555 and 666 are part of 64604(lab) and I have a loopback that I want to test the theory with before I impliment it. Do I apply it on the device that has the loopback on it or another device?

dampening is to protect one site from another one with lot of flapping routes.

So, you need to apply dampening on another device for it to make sense.
