Why 4510R cpu high when traffic isn't exceed sup V performance ?

One user make network loop which connect the same hub with same cable. So there is many traffic and it make 4510R cpu utilization reach 90%-100%.

There is about 20 trunks. After show interface, output rate of every trunk is about 500Mb/s.

I think (500Mb * 20) / (64B * 8) < 72 mpps,which 72 mpps is cisco announced sup V performance.

So why does it reach high CPU ?

I think maybe it is caused by excessive BPDU/HSRP duplicated by network loop. They need be software processing.

But I am in doubt whether broadcast packet is software processing,too. I think broadcast packet is one type of "Packets That Are Destined to the Switch " . Is it right ?
