Why can't enter ROM ios when I config-register 0x2101 ?

Router boot into rommon when config-register is 0x2100.

But why router boot with IOS in flash when config-register is 0x2101 ?

You will be in the RX-Boot image. CLI similar to a Router but does not do routing.

I want to be in RX-Boot image . But router don't .

After router reboot with 0x2101,I issue "sh ver" and running IOS is 12.3(14)T5. So I think router still use IOS in flash and NOT RX-Boot .
