The debugging process occurs in the router's CPU. Fast-switched packets go through the router's bus according to the route cache. These packets are not visible to the CPU, so they are not shown in the results of an IP packet debugging process. If you must see these packets, temporarily turn of fast switching with the interface command "no ip route-cache".
