Why route maps cannot be used to filter incoming BGP updates based on IP address? However, you can use route maps to filter outgoing BGP updates based on IP address. Why?

Route-maps and filtering inbound routes shouldn't be an issue. I've done it. You would apply the route-map to the neighbor statement for the neighbor you want to filter.
Can you post a config that isn't working for you? (portions) Thanks.

I mean when you are using bgp protocol, the "neighbor route-map "command has no effect on incoming updates when matching is based on IP address. And i want to know why?

Did you try? It is written somewhere that route-maps can not be used to filter BGP updates based on IP addresses... It's not true. You can filter inbound BGP updates based on IP addresses using prefix-lists or route-maps.
