WIC-1DSU-T1 loopback ?

This is the first time I have installed a WIC-DSU-T1 card and I am unable to get loopback to work. With no T1 cable plugged in and depressing the loopback switch on the card should you get CD and should the alarm go away. I do not get CD so interface serial 0/0 stays down down.

Should software loopback using "loopback dte" behave the same as pressing the switch?

I am using a 2611 router. The only config to the interface was to assign IP address and no shutdown.
