if i have a network id of 231.20.116.0 /22 and want to block just this particular network what would my wildcard mask look like in an access list? Would it be 0.0.0.255 or 0.0.3.255?

It should be 0.0.3.255.
With 0.0.0.255 you are only catching network 231.20.116.0/24 and network IP range is from 231.20.116.0 till 231.20.119.255.

Go to www.boson.com and download the free utility tool from this site. One of the tool is a subnet mask/wild card mask calculator. Pretty good stuff.
