I would say yes you can run it through Nortel so long as you have one of the following happen, Nortel supports XOT and understands port 1999 (XOT) and the relationship with CISCO IOS XOT. OR you run IP through the Nortel box into a Cisco at the other end and terminate the XOT session there to handoff to and X25 port... I have done this with Passport but never terminated XOT directly onto the passport always through it and terminate on a Cisco.
