if you plan to use X.31 Case A (X.25 over ISDN B-channel) have a look on:

1) The trick is to configure ppp and a dialer pool-member on the BRI interface. Then configure X.25 DTE/DCE encapsulation on the corresponding dialer pool interface. Thus you don't limit X.25/LAPB DTE or X.25/LAPB DCE on that BRI interface .
To bind an interface on incoming calls use "dialer caller". For X25 dialout you need to configure a "dialer string" and a "x25 route interface ".
2) CUD will be transmited tranparently by the router. Only on PAD calls initiated by the router it is possible to change the CUD.
