Can the Cisco 3000 series VPN concentrators be managed by Cisco Secure Policy Manager, CiscoWorks VPN/Security Management Solution, or HP Openview?

Not at this time. Certainly CSPM or HP Openview will probably never be able to manage this device, VMS may in the future as we move towards a centralized management solution for everything, but nothing on the roadmap at this point. For the moment your only option is to use the browser GUI or telnet/SSH directly to it.

Any documentation available on the structure of the config file? Configuring for vrrp through changing configs would be easier than using the gui to enter the same infomation twice.

Not really. The easiest way is to copy the CONFIG file off one, TFTP it onto the other, disconnect it from the network then reboot it. It'll come up with the exact same config as the other one, then you can plug into the console and simply change the interface IP addresses and the VRRP config and you're done.

Unfortunately, the redundant Concentrator is in a remote center. If the only parameters that need to be changed is Interface and VRRP it might be possible to change this in a backup config from the primary and tftp to the redundant.
