827 VPN without a cisco VPN client

I was wandering if there was any way to install a VPN without an NT server at the remote site.All that is available is a Windows 98 station for authentication. Is their anyway to terminate the tunnel at the router , and use the router for authentication.

If the router has the capabilities than upgrade to have VPN IOS too. This way the two routers are tunnelling between each other.
