access-lists access through snmp scripts or others

Here is the situation. We would like to provide our security officer with a way to filter in or out ip addresses through access-lists. I have been looking at Resource Manager, but the restriction level is not good enough to give him access to this application (could cause a lot of damage in the wrong hands)

Is it possible to do this with a set of SNMP scripts? How is anybody else attacking this problem? Us being a University, have a very open environment, and there are more and more requests to block machines due to abuse or hacking as times go by.
