Are there any reasen why an ADSL router could not be configured to establish a secure VPN tunnel to a Leased line head office.

There is no technical problem in setting up such a connection. However, configuration errors are quite common and the use of the ADSL connection for a VPN is against the service policy agreement of many consumer grade DSL providers, some of whom install filters to prevent VPNs from being established unless you "upgrade" to a business grade DSL connection (that is, you agree to pay more for the same service without the packet filters).
