is there a way to block mp3 downloads with a PIX firewall?

No. You would need to use a 3rd party appliance for that.
Something like webshield-E500 or websense

You will need to link the PIX box to one of its support content filtering servers, such as WebSense.
As a thought, how are the users locating the mp3's? If they are using a P2P searching system, you might be able to block access to that instead.
If you have a mid range router or better somewhere (perhaps connecting you to the internet), you could enable NBAR, and filter on URL.
