CAS upgrade to 4.1.6

We just recently upgraded several CASs and CAMs from 4.1.2 to 4.1.6 using the tar.gz file available on CCO. After the upgrade the CAMs came up fine, but all of the CASs are not responsive, trying to browse to the administrative interface results in an tomcat error, unable to find admin/404.html. Has anyone else encountered this error, and if so, how was it resolved?

Note: I've attempted to restart services, execute the upgrade via command line, still with no luck.
