No. The only firewall it can manage is the IOS zone based firewall feature on routers.
The ASA GUI is ASDM (Adaptive Security Device Manager), included with the ASA. ASDM is a Java application that you can launch from a browser and either run as a run-time applet or download and install a client side launcher
You can also manage large bunches of ASAs using Cisco Security Manager (CSM), a licensed product running on its own server.
