Cisco Secure ACS 3.0 for Win2K - Access-Challenge packets

Is there a way I can test the Access-Challenge mechanism in Cisco Secure ACS? I looking for something simple similar to the way that GNU RADIUS uses the menus file?

you can use RADTEST (for radius) or TACTEST (for tacacs) to test user authentication offline
