Concentrator admin error

We have a Concentrator 3015. When I try to add another VPN user I get this error:

An error has occurred while attempting to perform the operation.

Unable to set user name (Too Many Entries Error. Delete an entry before adding a new one).

Is this a license issue?

Probably, you are crossing the max users limit (100 users). So that you are getting this error. You can verify by seeing the model comparison section of the following link.
